Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

Local governments get longer fire equipment leases

Effective immediately, New Jersey local governments can lease or service new fire engines and apparatus for up to 20 years. This includes fire equipment leased with those engines or apparatus. Leases with purchase options for vehicles, machinery, or equipment mainly used to fight fires can also last 20 years. That limit rises from 10 years. These contracts remain subject to rules from the Director of the Division of Local Government Services.

Fire districts get longer borrowing with oversight

New Jersey fire districts can keep temporary notes outstanding until the original notes’ 10th anniversary, instead of the third. The notes must support voter-approved bonds, and each note or renewal can last no more than one year. The law extends repayment deadlines but still requires specified amounts to be paid with money other than new borrowing. Districts must submit renewal terms to the Director of the Division of Local Government Services for approval. If the Director rejects a renewal, the Local Finance Board must hold a hearing. These changes take effect immediately.
