Free language support for deaf children

Beginning January 12, 2026, New Jersey law establishes free early language services through the Department of Human Services. Children age 5 or younger who are deaf, hard of hearing, or deaf-blind qualify, along with their families. Families must provide proof of the child's age, hearing loss, and New Jersey residency. The department must match each family with an American Sign Language Deaf Language Associate for up to 25 hours weekly. Associates are deaf adults experienced with young children who provide a fluent sign language model. They must complete required training and follow the department's curriculum requirements. Instruction follows an American Sign Language curriculum at home and in daily settings, including childcare, preschool, and summer camps. As appropriate, the department must also provide referrals, including to Early Intervention, and case management by someone fluent in sign language. Other help includes coordinating interpreters or real-time captions and finding resources for hearing aids, bone-anchored devices, and cochlear implants. Services also include access to hearing evaluations, hearing technology maintenance, and listening rehabilitation from licensed audiologists. Evaluations for other communication tools are included. The program requires sensitivity training for health, education, childcare, and other support providers. The law provides necessary General Fund money without naming a dollar amount. The department must report annually to the Governor and Legislature, and the commissioner must adopt rules to carry out the law.
