Infrastructure bank can cover its operating costs

Beginning July 8, 2026, the New Jersey Infrastructure Bank can use money from its operations to cover yearly operating costs. Sources include bond and note proceeds, investment earnings, loan repayments, fees, charges, and other funds allowed for operating costs. Federal money can cover these costs only when the federal government permits that use. This authority lasts until July 1, 2027; the law sets no dollar amount or direct household payment.

Four communities get repayable flood protection loans

Beginning July 8, 2026, the New Jersey Infrastructure Bank can lend up to $13.093 million for four local resilience projects. Jersey City's McGovern Park Resilience project gets a $1.36 million loan authorization toward a $5.053524 million project. Brigantine's Golf Course Drive Living Shoreline gets a $2.555 million loan authorization, covering its listed project cost. Highlands' flood mitigation and green infrastructure project gets a $4.413 million loan authorization toward a $16.20528 million project. Manasquan's Save the Shore gets a $4.765 million loan authorization, covering its listed project cost. The four projects cost $28.578804 million in total; loans go to local governments, not households. The loans use Community Hazard Assistance Mitigation Program revolving funds, including state appropriations. The Bank can adjust amounts within available funds, shift savings between projects, and use program interest and fees to expand lending. Loans cannot exceed allowable costs, apart from permitted additions for interest, origination fees, issuance costs, and federal-funding administration costs. A Bank official must certify compliance with program laws and Bank policies before a loan is issued. Local governments pay interest and any charged fees and must repay loans within 30 years after project completion or loan issuance. Sponsors must sign and deliver loan agreements by July 1, 2027, when the project list and loan authority expire.
