No disability field or study in foster care

The law removes the rule to record whether a foster child has a developmental disability. It also cancels the required study on how many foster children have developmental disabilities. Agencies still must keep basic facts in each child’s record: sex; date and place of birth or apparent age if unknown; parents’ full names and places of birth; parents’ current or last known address; and the name and address of any other custodian. These changes start on the same date as a 2024 chapter, which is one year after that chapter becomes law.

Start dates for child-welfare record rules

Most of the law takes effect now. But Section 1 and Section 2 start later. The law sets the linked 2024 chapter to start one year after it becomes law, and Sections 1 and 2 of this act start on that same date. This delays the new record rules and the repeal of the disability field and study until that later date.
