Bill Overview

Analyzed Economic Effects

7 provisions identified: 7 benefits, 0 costs, 0 mixed.

Extra funding for public schools

The law provides $2.29 billion to the education department to pay remaining 2025–26 and prior school-year bills. It also makes $7 million available for general support for public schools in 2026–27. This helps schools keep programs and services for students running.

State worker pay and benefits funded

The law funds state payrolls due April 1–May 4, 2026 with $1.491 billion. It also funds fringe benefits with $713.806 million, including $137.5 million for Social Security contributions and $5.345 million for the commuter tax. This keeps state employee paychecks and benefits on schedule. It also covers pay in certain state-run sheltered work programs for people with disabilities.

More support for developmental disability services

The law raises funding to $615.555 million for community services for people with developmental disabilities starting April 1, 2026. The money reimburses and advances local and nonprofit providers for day programs, residential help, family supports, and related services. This helps keep care and housing supports in place.

More funding for unemployment benefits

The law provides $1.02 billion for unemployment insurance starting April 1, 2026. It funds state unemployment and federally authorized programs, including disaster unemployment when applicable. If you have an approved claim, your weekly payments are funded.

More housing help for veterans

The law increases funding to $198,000 for services tied to homeless veterans’ housing. This supports advising and housing services under the Homeless Veterans Assistance Fund. Veterans facing homelessness can get help through these programs.

More money for community health and nutrition

The law increases community health funding to $45.372 million, including $10.062 million for Indian health programs. It also provides $35.31 million for USDA food and nutrition services. These funds support delivery of health and nutrition assistance already owed or coming due.

State pays April-May vendor and capital bills

The law pays non-payroll state and court bills for April 1–May 4, 2026. It provides up to $44 million for state operations, $25 million for court non-payroll bills, and $30 million for capital project payments ($10 million for contracts approved before April 1 and $20 million for those approved after). This keeps vendors and contractors paid for work done in that period.
