The state pays payrolls scheduled April 1–27, 2026 for executive and legislative employees ($1.23 billion) and judiciary staff ($186 million). It also funds fringe benefits, including $691.6 million for health, Social Security, and other benefits. This includes $514.4 million for health insurance and $116 million for Social Security. These benefits are for the fiscal year starting April 1, 2026, and cover amounts owed before April 1.
Beginning April 1, 2026, the state provides $6.489 billion for Medicaid services, administration, and local payments. State-funded Medicaid spending is capped at $36.0992 billion for April 1, 2026–March 31, 2027. The budget director can change payment rates, methods, or some benefits to stay under the cap, following federal rules. The cap may be adjusted for things like federal match, wage changes, or disasters.
The Department of Health gets $35.89 million for community health programs, including $7 million for Indian health. The EPIC drug program for seniors receives $1.8 million. Federal food and nutrition services rise to $28.89 million to pay assistance already owed to SNAP or WIC participants. Funds are for the fiscal year starting April 1, 2026.
OPWDD community services receive $465.453 million for the fiscal year starting April 1, 2026. This includes $26.379 million for residential services, $6.48 million for day programs, and $7.29 million for family support. It also funds workshops, training, and other services.
Beginning April 1, 2026, the Unemployment Insurance fund has $810 million. It pays benefits under state law and any federal UI programs. This helps claimants receive payments during the fiscal year.
The state pays non-payroll bills incurred April 1–27, 2026 for executive agencies ($44 million) and the judiciary ($13 million). It also pays capital-project liabilities from that period: up to $20 million for contracts or grants approved after April 1, and up to $10 million for those approved before April 1. Vendors and contractors with eligible invoices from that window can be paid.
The state provides $385,000 for annuities to blind veterans and eligible surviving spouses. Up to $15,000 can cover program administration. Veterans’ benefits advising and homeless housing services receive $162,000. Funding is available starting April 1, 2026.
The judiciary has $11 million to pay aid-to-localities liabilities from April 1–27, 2026. The comptroller uses this to pay local governments and others owed during that period.
The law takes effect immediately and is treated as in force on and after April 1, 2026. Agencies cannot spend this money until the budget director files a certificate of approval; the legislature and judiciary are exempt. After final budget action, the comptroller moves these charges to regular appropriations. Once moved, the emergency appropriations in this act are repealed.
