April paychecks and benefits for state workers

The state funds April 1–30, 2026 payrolls and benefits. It provides $1.49 billion to pay executive and legislative staff and $186 million to pay court staff. It also sets aside $683.7 million for fringe benefits, including $514.4 million for health insurance and $116 million for Social Security. The courts receive $62.25 million to cover their employee benefit bills for April.

More support for people with disabilities

OPWDD community services get $608.823 million starting April 1, 2026. Another $560.016 million pays the state and local share of medical assistance for people with developmental disabilities. The state can cover up to 100% of net deficit costs for day training and family support. Direct support staff can perform certain tasks under a registered nurse’s supervision to make routine help easier to get.

Medicaid funded, but capped for year

The law provides $8.45 billion to pay Medicaid services and program costs starting April 1, 2026. At the same time, it sets a $36.0992 billion state‑funds cap for April 1, 2026–March 31, 2027. Budget and health officials can change payments or pause some benefits to stay under the cap, with notice and federal approvals. They must review spending each quarter and report actions and projections.

Pays past‑due SNAP and WIC benefits

The state provides $31.03 million starting April 1, 2026 to pay SNAP or WIC benefits that are already owed. This money clears past‑due food benefit payments to eligible households.

More money for unemployment benefits

Beginning April 1, 2026, the state provides $990 million to pay unemployment benefits. The money covers state benefits and any authorized federal programs. Eligible unemployed workers continue to receive benefits from this fund.

Targeted health funds for seniors and tribes

The state funds several targeted health programs starting April 1, 2026. EPIC pharmacy help for seniors gets $1.8 million to reimburse pharmacies and run the program. Local public health work through the Center for Community Health gets $38.03 million. The Indian health program gets $7 million under an approved plan.

Veterans annuity and homelessness help

Blind veterans and eligible surviving spouses receive $385,000 in annuity payments beginning April 1, 2026. Up to $15,000 can cover program administration. The state also funds $174,000 for homeless veterans’ housing help and benefits advising.

Keeps April state and court bills paid

The law pays April operating bills to avoid service gaps. It provides $44 million for state agency operating costs and $10 million for approved contracts and grants, including April capital bills. Courts get $13 million for operating costs and $11 million for local-aid bills. It also funds $7.72 million for required public‑lands payments and $178,000 to pay approved damage or injury claims.

Budget director must approve spending first

State agencies cannot spend this act’s money until the budget director issues a certificate and files it with the comptroller and key lawmakers. The legislature and judiciary are exempt. This approval step can delay when agencies release program funds.
