Bill Overview

Analyzed Economic Effects

4 provisions identified: 1 benefits, 0 costs, 3 mixed.

Public reports and records on cameras

If Ithaca uses the program, the city must file an annual June 1 report with camera locations, crash data before and after, notices and fines, adjudication results, revenue, and expenses. These reports help track safety, enforcement, and program costs. Photos and videos from the program count as public records under state law, shaping how agencies handle requests.

How Ithaca red light tickets work

If your car is used with your permission and caught running a red light, you as the owner owe a civil penalty. Each ticket is capped at $50, plus up to $25 more if you ignore the notice; the city or its parking bureau sets the schedule. The city mails a notice with the where, when, and how to contest; not responding can lead to a default. A sworn technician certificate based on the images is official evidence, and the photos are available for you to inspect. Cases are heard by the traffic violations bureau, a court, or a city tribunal. This is not a criminal conviction, does not go on a driving record, and cannot be used by insurers. You are not liable under this section if the named driver is convicted of the moving violation.

Ithaca red light cameras with privacy

The law lets Ithaca run a red light camera pilot at up to 12 intersections at a time. The city must pass a local law to start it. Cameras must, where practical, avoid showing the driver, passengers, or what is inside the car. The city must use competitive bidding when buying or leasing equipment. The authority starts 30 days after enactment and ends December 1, 2030.

Ways to fight or shift tickets

If your car was reported stolen before the ticket and not recovered, you can mail a certified police report to clear it. You can also raise a defense if the traffic signal was malfunctioning. Rental car owners can shift liability by sending the lease with the renter’s name and address within 37 days; for parking bureaus, a prior filing under section 239 is also required. Owners are not liable if the driver used the car without consent, but the law presumes consent; you may sue the driver to be repaid.
