Easier certificates for community college nonresidents

You can apply for a community college certificate of residence in person or online. County finance officers must issue it once you submit satisfactory proof. They cannot require your Social Security number. The certificate is issued no earlier than two months before you register and is valid for one year. You must present it at registration each academic year.

Late fees for late residency certificates

If you turn in your residency certificate after the deadline but within the term, you may owe a late fee. The State University sets the late-fee schedule and any exceptions. It also sets a process to fix billing when a valid form arrives after a college already sent its nonresident list to a county.

County payments timeline for nonresident students

Community college presidents must send each county a list of nonresident students and a voucher within 45 days after a term starts, or as set by SUNY rules. The student count is taken at the end of week 3 for semesters, week 2 for quarters, and week 1 for programs 30 days or less. The SUNY chancellor tells counties the approved chargeback rates. This helps colleges bill and get paid on time, and requires counties to pay within 60 days after they receive the bill.
