More support for disability services

OPWDD gets $457.04 million to fund community services starting April 1, 2026. Money can reimburse or advance localities and non‑profits for recent local fiscal periods and a 3‑month advance starting January 1, 2027. It can pay for day programs, family support, housing subsidies, start‑up costs, and environmental changes. OPWDD may pay up to $250 per person per year for personal needs in voluntary community homes.

State pays remaining school aid

The state provides $2.283 billion to pay remaining 2025–26 and earlier PreK‑12 school aid bills, net of refunds. The budget director may move funds among support lines as allowed.

Medicaid funding with new spending cap

The state appropriates about $6.49 billion for Medicaid for the year starting April 1, 2026. Medicaid can fund provider salary and fringe costs tied to any minimum wage increase during this period, with provider certifications. At the same time, total state Medicaid spending is capped at $36.10 billion from April 1, 2026 to March 31, 2027. The budget director can adjust the cap for things like federal match changes and minimum wage costs. The health commissioner may change payments, benefits, or timelines to keep spending under the cap.

State worker pay and benefits funded

The state pays payrolls due April 1–22, 2026. It sets aside about $1.23 billion for executive and legislative payrolls and $186 million for judiciary payrolls. The judiciary also gets $62.25 million to cover fringe benefits like health insurance and retirement. For the year starting April 1, 2026, the state increases benefit funding to $682.25 million, including $514.42 million for health insurance and $116 million for Social Security contributions.

Vendors and localities get April payments

The state sets aside $44 million to pay executive and legislative vendor bills from April 1–22, 2026. The judiciary has $13 million to pay its vendors for that period. Up to $10 million pays capital project bills for contracts approved before April 1, 2026, and $20 million for those approved after that date. The judiciary also has $11 million to pay aid owed to local governments.

Help for blind and homeless veterans

The state provides $385,000 to pay annuities to blind veterans and eligible surviving spouses; up to $15,000 can cover administration. It also provides $132,000 from the Homeless Veterans Assistance Fund for benefits advising and housing services.

Short-term budget controls and transfers

Agencies cannot spend this money until the budget director issues an approval certificate and files it with the Comptroller and fiscal chairs. The Legislature and the Judiciary are exempt. After final budget bills pass, the Comptroller must move all spending charged to this act to the final enacted lines.
