Clarkstown can lease parkland for a cell tower

The law lets Clarkstown stop using 0.219 acre of parkland and lease it to Homeland Towers LLC for a cell tower. The lease must charge fair market rent and can last up to 30 years, on terms set by the town board. All lease money must pay for park projects or to buy more park land. If the site stops being used for the tower, the lease ends, the tower is removed, and the land returns to park use. If the town used federal funds for that parkland, it must follow federal conversion rules first, including approval by the U.S. Interior Secretary and providing equal-value, useful substitute land. The law takes effect immediately.
