Job and union protections in Roswell Park transfer
When HRI’s Buffalo Division operations move to Roswell Park Cancer Research Corporation (RPCRC), all Buffalo Division staff become RPCRC employees in the same jobs and offices. The transfer only happens after all HRI grants and money move, and all affected staff transfer on the same date. RPCRC pays your salary and honors your accrued leave and retirement benefits, including personal, holiday, annual, sick, and half‑pay sick time. Your union stays the same, and the current contract remains in force through March 31, 2028; RPCRC hires before that date are covered too. RPCRC cannot lay you off because of this law for the first 24 months after the transfer; layoffs are still allowed for lost funding, lack of work or funds, project completion, or grant or contract changes. If RPCRC creates subsidiaries for its work, those workers join the same bargaining unit and get the same contract terms for the covered job groups.
Roswell Park workers not public employees
RPCRC employees are not public employees under New York law. They do not have civil service status, and RPCRC is not a public employer.
State recognition and independent RPCRC board
The law updates state recognition of Roswell Park Cancer Research Corporation as an affiliated nonprofit. It takes effect when all grants and money move from HRI to RPCRC. RPCRC is run by an independent board; the State Health Commissioner sits on the board as an ex officio member. No elected official may appoint, confirm, or remove directors.
