The law requires New York state and local staff who register, license, or inspect child day care to get training. The training covers child care rules, child abuse prevention, child development, and how to protect children from maltreatment. It also includes recognizing controlled substances defined in state law. Training is provided only when funding is appropriated. The act takes effect immediately.
