The law bans any contract that treats a dog or cat as loan security. Sellers and lenders cannot repossess the animal for missed payments. The ban applies to sales and financing, including online websites. Using an unsecured personal loan to buy a dog or cat is still allowed. Other legal rights and remedies under state law remain in place. The law takes effect immediately.
