Enacts the monarch preservation plan

New York protects monarch butterfly habitats

The law takes effect immediately. New York's Department of Environmental Conservation must begin feasible steps to protect monarch butterflies and their migration habitats within one year. It must use the best available science and consider the following methods when appropriate and feasible. These include planting locally suited native milkweed and nectar plants, controlling weeds, pests, and disease with low-risk methods, and limiting harmful pest-control practices. Winter habitat design includes varied trees and layouts suited to monarchs' needs for temperature, light, moisture, and wind. Partnerships can expand habitat in yards, institutional grounds, unused farmland, transportation corridors, and land protected by conservation agreements. Actions can include restoring state lands, education programs, and voluntary agreements with private landowners. The department can partner with federal and state agencies, nonprofits, academic programs, landowners, and others. The law provides no separate funding or direct household payments.
