New state center for dyslexia help

The law creates a Center for Dyslexia and Dysgraphia in the Education Department. The Commissioner appoints an executive director to run it. The Center can take steps to remove barriers for students with or at risk of dyslexia or dysgraphia. It serves schools, educators, students, and families statewide.

Official definitions and tools for schools

The Center sets official definitions of dyslexia and dysgraphia with expert input. It collects and shares best practices that help students with reading and writing problems. It creates short guides and tools for teachers, schools, and parents.

State guidebook and progress reports

The Center must publish a full guidebook within two years. A draft is open for at least 60 days of public comment first. The guidebook is updated at least every five years and covers definitions, school duties, screening, instruction, progress checks, IEPs, and training. The Center also publishes public progress reports two years after this section starts, and every two years after.

Statewide K-5 screening and supports

The Center sets yearly screening rules for all K-5 students and new students, and for students flagged at risk. Schools use evidence-based interventions and supports after screening. The Center also sets clear, peer-reviewed standards for teacher training and certification on dyslexia and dysgraphia.
