Amherst can lease parkland for cell tower

The law lets the Town of Amherst stop using a 0.892-acre piece of parkland and lease it to Verizon Wireless to place and run a cell tower. The lease can last up to 30 years, must charge fair market rent, and the town sets the final lease terms. All lease money must pay for buying new parkland or making capital improvements to existing parks. If the site stops being used for the tower, the lease ends, the tower is removed, and the land returns to park use. If the park got federal funds, the town must meet federal rules first, which can require replacement land of equal value and usefulness. This act takes effect immediately.
