New York agencies must change crisis language

New York state agencies, public authorities, and municipalities must replace “emotionally disturbed person” with “person experiencing an emotional crisis.” This applies when describing someone in emotional distress or an emotional or mental health crisis. Covered materials include forms, preprinted documents, other public-facing documents, training materials, agency guidance, and manuals. The requirement takes effect one year after the act becomes law. Agencies have immediate authority to add, change, or repeal rules needed to meet that deadline.
