The law bans the phrase "emotionally disturbed person" in government materials. State agencies, public authorities, and local governments must use "person experiencing an emotional crisis" instead. This applies to forms, public documents, training, guidance, and manuals. Agencies may update rules now to prepare. It takes effect one year after enactment.
