State tower service contracts must follow new worker rules. If you work on a state tower job, your employer must give safety training on the clock and keep your pay. Trainings cover OSHA construction, first aid and CPR, radiofrequency safety, chemical hazards, bloodborne pathogens, climbing and rescue, rigging, capstan hoist, signal person, and elevated work platforms. Trainings meet or exceed OSHA standards when possible. Union contracts with better terms stay in force. These rules apply to tower technicians working under New York State procurement contracts.
When you bid on a state tower services contract, you must list all contractors and subs and give details. You must report tax IDs, licenses, where and what work will be done, job titles and wages for tower techs, whether they are directly employed, and safety credentials. You must also disclose past or pending labor, Fair Labor Standards Act, and OSHA cases, penalties, convictions, or judgments. Each year, you must send this information to the State Comptroller and the state labor department. These records are subject to New York’s public records law (FOIL), so the public can request them.
