Beginning December 31, 2025, owners and operators of residential buildings with common spaces shared by three or more units must install working smoke alarms. The alarm must be clearly heard in each shared space, like lobbies, hallways, and stairwells. Alarms can be single-station units or part of a building system if they meet state standards. The State Council defines “common spaces” and sets technical rules using national standards, and it has authority to issue rules before that date. The law removes earlier exemptions, so more building types are covered.
