Haverstraw 1% cap on class tax shares

In the Town of Haverstraw (Rockland County), the law can limit shifts between property tax classes. For taxes based on the 2025-2026 assessment roll, a class’s current base proportion cannot rise by more than 1 percent over last year’s adjusted share. This applies only if the approved assessing unit adopts the cap by local law, ordinance, or resolution. If the normal formula would exceed the cap, the legislative body must hold that class to 1 percent and adjust other class shares so the total equals 100%. The act takes effect immediately.
