One-year phase-in and immediate rules

The law takes effect one year after it becomes law. State agencies can start writing and changing rules right away. They can finish rules on or before the effective date.

Annual civil rights training on campus

The Division of Human Rights creates model Title VI training with colleges. Each school gives this training, or an equivalent, to all students and employees every year. Training starts in the first full academic year after the law takes effect.

Civil rights coordinator at every college

Every New York college or university with a campus in the state names a Title VI civil rights coordinator within 90 days after the law takes effect. The coordinator is the central contact for discrimination and harassment under Title VI and related laws. When a report comes in, the coordinator offers supportive measures, explains school policies, and ensures a lawful process to investigate and resolve it. Each academic year, the coordinator sends all students and employees the nondiscrimination policy, web links to reporting rules, and their contact info. The coordinator may use designees but stays responsible, must keep records of reports, actions, and trainings, and must be trained along with any designees.
