The law takes effect immediately. Courts and agencies apply these fee limits to actions and proceedings started on or after that date.
Landlords can only charge a bounced-check fee if your lease says so. For rent paid by check or similar, the fee is capped at the higher of the landlord’s real return costs or $20. If the fee is over $20, the landlord must give you proof of those costs when you ask. This rule covers checks and similar items, not money orders or cashier’s or certified checks. It does not apply to co-op shareholders, but it does cover their tenants and subtenants.
