New terms for New York bond investors

The law lets New York’s Comptroller set early redemption rights when selling new state bonds. This removes the old 3% cap on any premium above par. If you own these bonds, the state may call them early under the written terms. The Comptroller sets those conditions when the bonds are issued. It takes effect immediately.
