The law takes effect immediately. It keeps in place two temporary rules that removed special powers from the Society for the Prevention of Cruelty to Children. Those rules (sections 8 and 10) now expire and are repealed on August 11, 2027. Section 13 of the 2009 law expired on December 31, 2017. This change adds no funding and does not change benefits.
