The law lets Monroe County offer the 20-year retirement plan to Deputy Gregory M. Prokop. He started work on October 8, 1991. The county must file an election with the State Comptroller within 180 days of this law taking effect and certify he did not miss sign-up because of his own negligence. Mr. Prokop must file his own election with the retirement system within one year of the effective date. If both filings happen, the retirement system credits his service from October 8, 1991 to now under the 20-year plan.
Monroe County must pay all employer past service costs tied to this change. The county can spread these costs over five years. The law does not set a dollar amount or say where the money must come from.
