Retirement credit for Duane A. Palma

The law lets Monroe County deputy sheriff Duane A. Palma receive credit in New York’s optional 20-year employee retirement plan. It covers his county jail correction-officer service beginning February 22, 1999, with the plan’s full rights and benefits. The law takes effect immediately. Within one year of that date, Monroe County must choose to pay the added cost. The county must file a local legislative resolution with the State Comptroller certifying Palma did not exclude himself through negligence. Palma must request coverage from the State Comptroller within 18 months of the effective date. Monroe County pays all employer past-service costs and can spread payments over five years. The fiscal note estimates about $160,000 upfront, or about $35,900 annually over five years, with no increase in future annual contributions.
