Christopher R. Fay gains 20-year retirement option

The law took effect immediately and lets Monroe County offer Captain Christopher R. Fay an optional 20-year retirement plan. Within 180 days after the law takes effect, the county must file its governing body's resolution with the State Comptroller. It must also certify that Fay's missed participation was not due to his own negligence. Fay must file his choice with the retirement system within one year after the law's effective date. With these steps completed, the retirement system must credit his service from August 26, 1991, through the present.

Monroe County pays Fay's past-service pension costs

Monroe County must pay all employer costs for past service tied to implementing Fay's retirement option. It can spread those costs over five years. The fiscal note's 2025-session estimate puts the one-time cost at about $153,000, or $34,200 yearly over five years, including interest. It also estimates $14,000 in added annual contributions for the fiscal year ending March 31, 2026. Future annual costs depend on billing rates and Fay's salary; these figures are estimates, not fixed charges.
