Carl Zimmerman gains a retirement plan option

Effective immediately, this law lets Monroe County offer its optional 20-year retirement plan to county sergeant Carl J. Zimmerman. The county must already offer the plan to its sergeants. Within 180 days after enactment, the county must file a governing-body resolution and certification with the State Comptroller. It must certify that Zimmerman did not miss the original enrollment deadline through his own negligence. Zimmerman must file his choice to join with the retirement system within one year after the law’s effective date. Once he joins, the system must count his service from October 29, 1990, to the present under the plan.

Monroe County pays Zimmerman’s retirement costs

Monroe County must pay all employer past service costs tied to Zimmerman’s retirement-plan change. It can spread those costs over five years. Assuming enactment during the 2025 legislative session, the fiscal note estimates a $120,000 immediate past service cost. The five-year payment option is estimated at $26,800 a year, including interest. Annual county contributions are also estimated to rise by $13,000 for the fiscal year ending March 31, 2026. These estimates depend on future billing rates and Zimmerman’s salary. The law does not set a direct household tax change.
