Declined scholarships go to other students

Beginning July 1, 2026, New York reassigns academic excellence scholarships declined before the student finishes high school. When practical, the award goes to the next most qualified student under existing ranking rules. Otherwise, declined awards end, with no further payments or reassignment. Awards revoked by the commissioner or president also end, with no further payments or reassignment.
