New rules for top student scholarships

Beginning July 1, 2026, New York changes what happens when a Scholarship for Academic Excellence is declined or revoked. If a student declines the award before finishing high school, the scholarship goes, when possible, to the next most qualified student under the program’s rules. If an award is declined later, or is revoked by the commissioner or a college president, the award lapses. No more payments are made and it is not re-awarded.
