State paychecks covered April 1-7

Beginning April 1, 2025, the state funds $324,930,000 to pay executive-branch payrolls due April 1–7, plus prior payroll liabilities. It also provides $20,925,000 for fringe costs: $20,300,000 for Social Security, $275,000 for a voluntary defined-contribution plan, and $350,000 for the commuter tax. Another $10,000,000 pays ordinary non‑payroll bills for April 1–7. Payrolls include pay for mentally ill or developmentally disabled people in state work programs.

More money for unemployment benefits

Beginning April 1, 2025, the state puts $195,000,000 into the Unemployment Insurance Benefit Fund. This money pays benefits under state law and any federally funded disaster or emergency unemployment programs. It keeps weekly checks flowing to eligible claimants.

Funding for Indian health and nutrition

Beginning April 1, 2025, the health department gets $14,490,000 for community health and food help. That is $7,000,000 in state funds for Indian health assistance and $7,490,000 in federal USDA food and nutrition services. Funds can pay aid already owed and new aid during this period.

Help for homeless veterans' housing

Beginning April 1, 2025, the state provides $98,000 from the Homeless Veterans Assistance Fund for housing services for homeless veterans. The Department of Veterans' Services runs this support.

Tighter controls on interim spending

Agencies cannot spend from this act until the Budget Director issues an approval certificate and files it with the Comptroller and budget chairs. The Legislature and the courts are exempt. After the final FY 2025 budget is enacted, the Comptroller moves all charges from this act into the regular appropriations, and this act’s emergency appropriations are repealed.
