Court employees’ pay and benefits funded

The law sets aside $85,000,000 to pay court employees’ wages for April 1-9, 2025, including earlier liabilities. It also provides $300,000,000 for their fringe benefits, such as retirement, Social Security, dental, vision, unemployment, and workers’ compensation.

More money for unemployment benefits

The law provides $345,000,000 to pay unemployment insurance benefits. It also funds federally authorized programs like disaster and extended benefits for the year starting April 1, 2025.

State worker paychecks continue in April

The law provides $668,330,000 to pay state workers on payrolls set for April 1-9, 2025. It also covers workers with mental illness or developmental disabilities in state-run sheltered jobs. It adds $50,175,000 for fringe benefits, including $49,550,000 for Social Security. Agencies also get $20,000,000 to pay routine non-payroll bills from April 1-9.

Medicaid funding set with spending cap

The law provides $2,222,408,000 for Medicaid local assistance. For April 1, 2025 through March 31, 2026, state Medicaid spending is capped at $33,417,285,000, with limited adjustments for factors like federal match. If spending is projected to exceed the cap, the Medicaid director must develop savings allocation adjustments, subject to federal rules.

Extra funds for food and nutrition aid

The law provides $9,630,000 in federal food funding to pay already-accrued nutrition aid. This supports federal food and nutrition programs run by the health department for the year starting April 1, 2025.

More help for seniors’ drug costs

The law provides $1,520,000 for New York’s EPIC program. It reimburses participating pharmacies and supports EPIC services. Funds pay accrued assistance in the year starting April 1, 2025.

Support for Indian health services

The law provides $7,000,000 for the Indian health program. It pays accrued and new assistance in the year starting April 1, 2025.

Housing help for homeless veterans

The law provides $126,000 for housing services for homeless veterans in the year starting April 1, 2025. The money supports the Veterans’ Benefits Advising Program.

Controls on short-term emergency spending

Agencies cannot spend this act’s funds until the budget director issues a certificate and files it with the comptroller and budget chairs. The legislature and judiciary are exempt. After final budget bills pass, the comptroller transfers these emergency charges to the regular appropriations.
