Public employees keep stronger union contract rights
New York public employees keep stronger contract rights concerning suspension or demotion when jobs are eliminated or reduced. This applies when their collective bargaining agreement gives greater rights than Civil Service Law section 80 requires. Section 80 cannot change, replace, or override those stronger contract rights. The law took effect immediately upon enactment.
