David Edwards gets 25-year pension option

The law lets David Edwards, a Binghamton firefighter, join the 25-year “one‑sixtieths” pension plan. The City must pass a council resolution and file it with the State Comptroller within 9 months, certifying his late filing was not due to his own negligence. Then Edwards must file his request with the State Comptroller within 1 year to elect coverage under RSSL 384(f). Once elected, he gets the full rights and benefits of that plan. The law takes effect immediately.

City pays pension past service costs

The City of Binghamton must pay all employer past service pension costs under this law. The City can spread those costs over up to 10 years. The fiscal note estimates about $1,100 more in annual contributions for FY ending March 31, 2026, plus about $16,700 in one‑time past service cost. If spread over 10 years, that one‑time cost is about $2,130 per year.
