Retirement plan access for David Edwards

This law takes effect immediately and applies only to Binghamton firefighter David Edwards. Binghamton can offer him the optional one-sixtieth retirement plan after 25 years of total credited service. Within nine months of the law’s effective date, the city must file a common council resolution with the State Comptroller. It must also certify within that period that Edwards did not lose participation through his own negligence. If the city elects coverage, Edwards gets full plan rights and benefits by requesting coverage from the Comptroller within one year of the law’s effective date.

Binghamton pays Edwards’s past retirement costs

Binghamton must pay all employer costs for past service tied to this law; households owe no direct payment. The city can spread those costs over ten years. The fiscal note estimates a $16,700 one-time past-service payment, or about $2,130 annually over ten years. It also estimates $1,100 in added annual retirement contributions for the fiscal year ending March 31, 2026. These estimates use 2024 actuarial data and depend on future salaries and billing rates.
