More money for unemployment benefits

The state provides $555 million to the Unemployment Insurance Benefit Fund starting April 1, 2025. This pays state unemployment benefits and any federally authorized emergency programs.

Medicaid funded, with new spending cap

The law adds $3.33 billion to keep Medicaid payments flowing starting April 1, 2025. At the same time, it caps state Medicaid spending at $33.42 billion through March 31, 2026. Health officials can change rates, benefits, or seek federal waivers to stay under the cap, with notices and quarterly reports. These actions must follow federal rules and aim to keep federal match dollars.

More support for disability services

OPWDD gets $305.63 million for community services starting April 1, 2025. The state can cover up to 100% of net deficits for day training and family support, under rules set by OPWDD and the budget director. Direct support staff may do certain tasks under a nurse’s supervision following a practitioner’s orders.

Court staff pay, benefits, and bills

The judiciary funds paychecks due April 1–17, 2025 ($85 million). It pays employee fringe benefits for that period ($300 million). It also pays vendor invoices from April 1–17 ($25 million) and sends aid to localities for that period ($30 million).

State workers’ pay and benefits covered

The state funds paychecks due April 1–17, 2025 for executive and legislative workers ($986.83 million). It covers fringe benefits ($537.12 million) and pays its share of health and retiree health ($422 million), Social Security ($69.85 million), employee benefit funds ($37.5 million), dental ($6 million), and vision ($17,000). The state also pays the commuter mobility tax for eligible workers ($1.475 million) and its share for the voluntary defined contribution plan ($279,000).

Help for veterans’ income and housing

Blind veterans and eligible surviving spouses get $385,000 in annuity payments, with up to $15,000 for program administration. Veterans’ benefits advising and homeless veterans’ housing services get $238,000.

Short-term funding for health and nutrition

The EPIC program for seniors gets $1.52 million to pay pharmacy help. Indian health services get $7 million. The Center for Community Health gets $25.19 million for local public health. USDA Food and Nutrition Services funding of $18.19 million supports SNAP/WIC-related services.

State pays vendors for early‑April bills

Agencies can pay $32 million of non‑payroll bills from April 1–17, 2025. This helps vendors and contractors get paid for goods and services provided to the state.

Temporary budget rules and rollovers

Agencies can spend only after the budget director issues a certificate; the legislature and judiciary are exempt. After the final budget passes, the Comptroller moves these charges to the permanent appropriations. Then these temporary appropriations repeal automatically.
