The law takes effect immediately. In New York, the Department of Environmental Conservation can set oyster rules through December 31, 2027. It can set size, catch, and possession limits; open and closed seasons and areas; gear and landing rules; permits and eligibility; and recordkeeping, transport, and sale requirements. Any oyster rule must be at least as strict as current law. Oyster harvesters, transporters, processors, and sellers must follow these rules and may face compliance costs.
