The state funds April paychecks and benefits. It provides $1.336 billion for executive and legislative payrolls, $175 million for judiciary payrolls, and $300 million for judiciary fringe benefits. It also funds $575.295 million in general state charges, including $422 million for health insurance and $99.15 million for Social Security contributions. This keeps wages and benefits flowing for April 1–29, 2025.
Beginning April 1, 2025, Medicaid funding rises from $6.033 billion to $7.541 billion. The money supports administration, payments to local districts, and medical care rates for certain agencies. Some items still need federal approval.
The law caps state Medicaid spending at $33.417 billion from April 1, 2025 to March 31, 2026. To stay under the cap, officials can change payment methods or reduce program benefits, with federal approval and uniform rules where practicable. Some state-run facility payments are excluded. The health department must post quarterly reports with spending by category and region and list any savings actions taken.
Starting April 1, 2025, the state adds money for several programs: the Center for Community Health goes to $38.03 million. The federal food and nutrition account rises to $31.03 million to pay SNAP/WIC‑related assistance. The Indian health program gets $7 million. The EPIC senior drug program gets $1.52 million for operations and pharmacy reimbursements.
OPWDD community services funding rises to $418.159 million on April 1, 2025. Funds can cover up to 100% of net deficit costs for day training and family support, under rules set by the commissioner. Clients in voluntary OPWDD residences can get up to $250 a year for personal needs based on financial need. Direct support staff may perform more tasks under a nurse’s supervision and a practitioner’s orders, including in home- and community‑based waiver programs.
Beginning April 1, 2025, the unemployment insurance fund increases from $750 million to $855 million. The money pays benefits to eligible claimants under state and federal UI programs.
The Veterans’ Benefits Advising Program funding increases to $406,000 on April 1, 2025. The money supports housing advice and services for homeless veterans.
The state sets aside $34 million for non‑payroll state bills, $25 million for judiciary non‑payroll costs, and $30 million for judiciary aid to localities for April 1–29, 2025. It provides $7.72 million for payments under Public Lands Law 19‑a and $100,000 to pay eligible claims for state‑caused property damage or injuries. Most spending in this act requires a budget director’s approval certificate before payment; the legislature and courts are exempt.
