The law gives participating New York local governments two more years to use the electronic open auction bond sale pilot. The pilot now expires eight years, rather than six years, after the pilot act’s effective date. Its provisions are repealed when it expires. The law contains conflicting start dates: immediately and January 1 following the date it becomes law. Household effects are indirect through local borrowing; the law makes no direct changes to household taxes or benefits.
