The law takes effect immediately. Through December 31, 2028, New York’s environmental agency can set rules for hard clams, soft/steamer clams, and razor clams. Rules can set size, catch, and possession limits; open or closed seasons and areas; and how clams are taken and landed. The agency can require permits and decide who qualifies. It can require records and ID, limit gear and fishing effort, and set rules for transport, possession, and sale. Any rules cannot be less strict than current state law. Commercial and recreational harvesters, transporters, and dealers must follow these rules.
