The Department of Environmental Conservation can set rules for blackfish in New York. It can set size and catch limits, seasons, close areas, and limit gear and landing. It can require permits and recordkeeping, and regulate transport, possession, and sale. Rules must be at least as strict as state law and consistent with Atlantic States Marine Fisheries Commission and federal fishery plans. This authority is in effect now and runs through December 31, 2028. These rules can restrict how much people catch or sell, while helping protect the stock.
