More monarch habitat and safer pest control

The law updates New York’s monarch preservation plan. The Department of Environmental Conservation must identify pest control methods that do not harm monarch butterflies, their food, or their habitat, including alternatives to harmful pesticides. The agency must add more partnerships and use yards and campus landscaping, idle farm fields, roadsides, and conservation easements to create, restore, or improve habitat. These rules guide public and private partners and do not create new payments or taxes for households. The law takes effect on the same date as the 2025 monarch plan amendments.
