When a utility seeks a major rate change, it must list each capital project separately. For each project, it must state the purpose and need, total cost, expected useful life, location, why it is in the case, and benefits to customers and the system. The Public Service Commission posts these project descriptions on its website. The utility must prove any rate change tied to each project is just and reasonable.
