Starting July 1, 2027, a qualified veteran can make a one-time transfer of any unused veterans tuition award to one immediate family member. The recipient must be a spouse, child, or financial dependent who lives in New York; a child must be under 26. The old 10-year service rule is removed. Transfers are limited to 100 per year, with deadlines and selection rules set if requests exceed the cap. The veteran must name the recipient as the program requires; a “qualified veteran” meets the program’s enrollment and application rules.
The law delays the 2025 expansion of the veterans tuition awards program. The new rules now begin July 1, 2027, not July 1, 2026. Families must wait one more year to use the transfer option and other changes.
The law removes paragraph i from the veterans tuition awards statute. The removed text is not provided here, so household effects depend on what that paragraph covered. This repeal takes effect July 1, 2027.
