State sets up program and rules

The authority sets up the program within one year of the law’s effective date. Program setup happens only if money is made available to the authority. The authority may work with other state agencies to run it. It publishes guidelines that explain scoring and the competitive application process.

Grants for school and public buildings

School districts can apply. The authority may also include public housing or public hospitals. Each building must be at least 20,000 square feet and need upgrades. A qualified contractor gives a free insulation audit with cost and savings estimates. After the audit, the program awards competitive, first‑come grants that pay 50% to 75% of eligible costs.

Only qualified contractors and costs count

Eligible costs include insulation materials for pipes, equipment, and HVAC. The program also covers labor for prep, assembly, and installation. Work must follow state labor law sections 220, 220‑b, and 220‑i. A qualified contractor is in a state‑approved apprenticeship, in good standing, and fit for the job. Work must meet at least ASHRAE Standard 90.1‑2007.
