Luggage for kids in foster care

Local social services districts must give durable luggage to children in foster care who do not have it. Luggage means a new or like-new suitcase, duffel, backpack, or similar reusable bag; trash bags and boxes do not count. Districts provide it when a child enters care, changes placements, leaves care, moves to college, or any time it is needed. They may also replace bags reported lost, stolen, or damaged. The luggage belongs to the child and cannot be taken back by agencies or foster parents, and the state reimburses districts under the foster care block grant.
