Stronger training and standards for child protective workers

The Office of Children and Family Services sets statewide training rules for child protective services workers and team members. Training includes proper ways to investigate sexual abuse and requires ongoing training. The rules set when to intervene, when to close a case, and when to start a court case. They also guide treatment plans and which services count as child protective services, and they apply to any Society for the Prevention of Cruelty to Children with a current contract to investigate reports. OCFS sets minimum practices for court-ordered monitoring and supervision, and local CPS must follow Family Court notice rules.

Start dates tied to police training law

Most of the law starts right away. Sections one and two start on the same date as a 2025 law about police training for sexual assault. That 2025 law takes effect one year after it becomes law. This links CPS training changes with police training timelines.
