Stricter chemical limits in menstrual products

The law names more restricted chemicals in menstrual products, including PFAS, lead, mercury, formaldehyde, triclosan, toluene, talc, certain phthalates and parabens, and butylphenyl methylpropional. Starting on the law’s effective date, products sold or given away in New York cannot intentionally contain any of these substances at any level. The Health Department, with Environmental Conservation, must set the lowest feasible trace limits and issue regulations within one year after the effective date. The trace-limit ban begins two years after those levels are set, and no later than January 1, 2029. The agencies review the limits at least every five years.

Timing for menstrual product safety rules

The chapter takes effect 12 months after it becomes law. The new definition and the ban in sections 1 and 2 start on the same date as the 2025 law on menstrual product substances. Agencies can write and adopt rules before that date. This gives companies more time to comply, but delays protections for users.
