Linear Park transfer keeps public access

The law lets Cortland County transfer Linear Park to Lime Hollow Nature Center, Inc. The land must be used for park or recreation. Lime Hollow owns, runs, and maintains the land and its facilities. The park stays open to the public, including all county residents; if space is limited, access is set by a fair method. If the land stops being used as a park, it returns to the county for public park use.

County must replace park value and follow federal rules

The county can transfer the park only after it dedicates money equal to or more than the land’s fair market value. That money must buy new parkland or improve existing parks and recreation facilities. This protects local park resources. If federal funds helped buy, maintain, or improve the land, the county must meet federal rules first. This can include providing replacement land of equal value and usefulness before the transfer.
