Legislature sets plain-language ballot wording

The Legislature now sets the exact ballot question and the short abstract for each constitutional amendment. It may do this in the same concurrent resolution that submits the amendment, or in a separate concurrent resolution adopted by both houses at least 120 days before the general election. Lawmakers must use best efforts to write in plain language and aim for about an eighth-grade reading level, checked by the Automated Readability Index or a similar tool; no exact score is required. The State Board of Elections must send this wording to voters without changing it, but it may assign the ballot order number. This law takes effect immediately and applies to amendments that get first passage in the 2025–2026 session and later; it does not apply to amendments that got first passage in 2023–2024.
