Petroleum tanks face new pollution control rules

Effective immediately, owners and operators of petroleum bulk storage facilities must meet coating rules for all above-ground tanks, including unused tanks. Tank sides and roofs must be white or beige/cream, or use another coating that limits air pollution at least as much. New York's Department of Environmental Conservation decides whether other coatings meet that standard for volatile organic compounds. The Department can also exempt tanks protected against vapor loss at least as well by another method. The rules do not cover pipes, lines, fixtures, or other equipment attached to tanks.
